How can I tell the difference between the TW1 and TW2?

You can easily tell by looking at the date code printed inside the True Wireless Secure Fit Adapter (near the L and R buttons, just below the small Shure logo). The TW2 has an underline in this date code, while the TW1 does not. You can also check which it is by connecting to the ShurePlus PLAY app.

Why does the TW2 charging case label say "RMCE-TW1"? Does that mean it's an older generation?

The Shure AONIC 215 True Wireless Sound Isolating Earphones (AONIC 215 TW2) and True Wireless Secure Fit Adapter (RMCE-TW2) use the same registered model number as the previous RMCE-TW1. Due to business requirements, the TW2 charging case label displays "RMCE-TW1" in a specific location. You can quickly determine the generation by looking at the date code printed inside the TW2 adapter (near the "L" and "R" buttons, just below the small Shure logo). The TW2 has an underlined date code, while the TW1 does not. You can also check which generation it is by connecting to the ShurePlus PLAY app (Android/iOS).
