ACCA is a massive unified organization within a kingdom divided into 13 autonomous regions. Formed in the face of a coup threat, ACCA has been protecting the peace of the nation for nearly 100 years.

Gen Otus, deputy chief of the Inspection Division at ACCA Headquarters, is nicknamed "Gene the Free Cigarette," and is the organization's most unruly man. He nonchalantly smokes a cigarette as he inspects District 13, searching for any irregularities. Stares stare at him, ominous rumors emerge, and—just as snack time arrives—Gen's peaceful daily life slowly becomes embroiled in a global conspiracy!

One year has passed since the coup d'état and the abolition of the five-director system. With the celebration commemorating the first anniversary of ACCA's new system fast approaching, Gene is busy preparing for the event with Parrot, a new member of the Inspection Division. Gene is bewildered by how to deal with this quirky young employee, and his days are hectic. While the various wards are in a festive mood, disturbing rumors surrounding the Five Chiefs are also being whispered. Amidst all this, Jean's teenage sister, Lotta, is told by her homeroom teacher that something is wrong with her. Feeling a bit uneasy, Jean heads to Villa on a business trip, where he has a long-awaited reunion with his old friend Nino.
